I have Win2k with Terminal Services, 85 CAL's installed and terminal server
licensing is activated. I look at license manager and it shows the 85 CAL's
but has 0 issued, it looks like everyone is getting a temporary CAL. I an
receiving an error 201 in the event log "No license was available for user
SYSTEM using product TermService 5.0. ". I have already uninstalled and
installed Terminal Services Licensing. Any thoughts?

Even though you have activated licensing server, you need to specify which
licensing server to use.You can browse thru TS Configuration --> Server
Settings --> License Server Discovery Mode --> Specify your licesning server.

Hopefully this should start issuing licesenses to clients.

I don't see the "License Server Discovery Mode" option.

Well I think you dont have that option in win2k.Currently I'm using win2k3.

you need to check the license mode - device or user
that was my problem; licenses weren't being issued and was saying no license
was available
license server was change from per device to per user and works fine
can be changed under administrative tools -> terminal services
configuration -> server settings -> licensing on the terminal server

The choice of Per User or Per Device licensing mode was introduced
in Windows 2003. Since Ethan has W2K Terminal Servers, this does
not apply.

Ethan, can you post the EventID and Source from the Terminal
Server? I believe that the error message that you receive does not
apply to Terminal Server CALs, but to Windows CAL.
Check your Windows licensing in Control Panel - Licensing.

The exact event id message is (event id 221):

"License usage for product TermService 5.0 is nearing the maximum number of
per server licenses purchased. Consult License Manager from the
Administrative Tools folder for more information. "

I am still concerned that Terminal Services licene manager shows no licenses
issued. Why is that?

OK, that's what I thought. You have run out of Windows CALS.
This has *nothing* to do with Terminal Services CALs.

What you must do first is to make sure that you have enough Windows
CALs. The error message also shows that your servers are configured
to use the "Per Server" licensing mode. If you have only a siongle
server, that's OK. If you have more than one server in your domain
(like a DC and a member TS), then switching both server to the "Per
Seat" licensing mode is cheaper.

The Windows Licensing Manager is known to have problems in
recording the number of CALs and workstations correctly.
You can actually totally disable the License Logging Service. This
is the standard configuration in Windows 2003. That will solve the
problem. But then you must keep track of the usage of Windows CALs
by hand, which can be non-trivial.
