Does Windows 2000 or 2003 terminal server support client access through a
browser instead of through the RDP client?
If so, where can I get information on how to set this up?

One thing to note however. The Advance Client is simply an Active X control
of the RDP client. So access via port 3389 is still needed, and it works just
like a normal client. All communication still comes from your client machine
to the Terminal Server. (not through the webserver)
