If the server is only configured for Remote Desktop for
Administartion, no TS Licensing Server is needed.
Gunnar, can you confirm that you did *not* install Terminal
Services (which implies Application Server mode), but that you just
enabled Remote Desktop for Administation (in System -properties -
Remote)?
Remote Desktop for Administration is by default only allowed for
members of the Administrators group. You can change this on the
Security tab of the rdp-tcp connection properties (in
Administrative Tools - Terminal Services Configuration).
Note that it is *not* possible for non-Administrators to start a
console session (with mstsc /console), only a normal session.

I have a w2003 server std set up in "normal" mode, and this
let me connect via RDP for remote use as an administrator.
The thing is that one user who not is an administrator need
to connect remotely for a short time.
I have tested with some policy-settings and membership in
different groups, but it seems to be only membership in any
admingroups that gives him access.
What can i do to fix this?
