Windows XP Home temp license when connecting to Win2k TS server

I have a client who is connecting from a Windows XP Home box to a
Windows 2000 TS box. We have plenty of licenses on the server, yet he
gets a temp license everytime. He is the only user getting a temp
license, and most likely he is not the only user connecting with
Windows XP Home.

Any suggestions?

Anything in the EventLog on the Terminal Server?

Note that the *first* connection always works with a temporary
license. On the second connection from the same client, the temporary
license should be replaced by a permanent, purchased TS CAL.
