I have WS2003. (BTW is this the best forum for WS2003 TS questions?)

In Group Policy Editor I cannot find where I might be able to set the
maximum number of TS sessions (connections) for users in general. I'll settle
for setting the max on a per user basis if I need to.

This setting is per server, not per user.

So if I set "Restrict each user to one session" = No, then there is no way
that I can control the number of sessions per user?

If you set "Restrict each user to one session" = No, I suppose you could do
some scripting to check for existing sessions by the same user, but this
functionality is not GUI accessible.
