I would like to use Win2003 server strictly as a terminal server.
Unfortunately when shopping for the software I cannot find any pricing that
supports this. I know that the TS CAL's are sold seperately, but I can only
find the server software lumped with a 5user min, but I am sure that this is
not for TS users. How can I get what I need without paying for the extra
fluff?

Which extra fluff? You need the full OS to be able to run TS, don't
you? Every TS connection requires both a normal CAL and a TS CAL.

I was unaware that it took 2 licenses(regular and TS). I considered the
regualr license as the fluff. What a change from Win2k.

Nothing has been changed. These requirements have been the same since
NT 4.0 Terminal Server. A TS session needs a CAL and a TS CAL.
