Windows 2000 server SP4 terminal server. I need to use a device on the COMM
port of PCs. I am using the latest RDC. Is it possible to map the COMM port
and if so, other than making sure its not disabled on the Server itself and
the local resourses is checked on the RDC, how is this done ?

How do you test. The mapping net use COM1: \\client\COM1: fails.

COM port redirection is not supported on a W2K TS, other than for
printers connected to the COM port.
You need Citrix or a similar add-on on top of W2K for this, or
upgrade to 2003.
