New Win 2000 DC promo problem

Hi
I'm trying to get a new server with Win2000 SP4 upgraded to a DC.
Getting error the Domain could not be contacted and the specified
domain does not exist or could not be contacted.
The new server is beside PDC, it can see it over the network,in fact
can access files on the PDC. Have gone to the link suggested by
Microsoft, which suggests problems with DNS, I do not recall doing this
before with the other 7 servers.
I must be missing something.
Can someone plse enlighten me.
