A number of our RDP clients would like to change the Windows background when
in a Terminal Server session. The option to change is greyed out in display
-properties. We have used the custom options in the RDP client to allow
backgrounds etc but it still fails.
Even logging in as Admin does not allow you to change the background.

Sounds like you have disabled changing the desktop background in a
Group Policy, which is also the recommended and default setting.

I would *not* change this setting, because it can cause a tremendous
slowdown and a strain on your network.
