disconnected session not terminating

i have users configured so that their termserv session will disconnect after
2 hours of being inactive
then will end after 30 min of being disconnected
problem is, the session isn't terminating
at night i will look and see certain users with a disconnected session for
several hours, though their user properties says to end a disconnected
session after 30 min
xp clients on 2003

any ideas?
