Hello,
is there a way to allow a client application with "Always on top"
fonctionnality on the client computer to display itself over a RDP window in
fullscreen mode ?

That is possible, but you need to make a registry change on the
client, and the last time I tried this, it didn't work (the contents
of the local window scroll with the rdp window).

full-screen Remote Desktop sessions also scroll when the remote
windows are scrolled in Windows Server 2003
