By default, there are 2 idle sessions for users to logon to in terminal
services. I modified this to have 4 idle sessions and has been working fine
for 2 years. Now I have no idle sessions. However, the sessions are there but
with the same icon as a console session( a little blue computer). Also these
sessions with a blue icon vary between 4 and 8 sessions. They seam to be
stuck at winlogon because when I check the process that are running, there
are as many winlogon.exe's as there are sessions with the blue computer icon.

Are these sessions in the "disconnected" or "down" state?
Sounds as if your server needs a reboot. If that is not an option,
have you tried to reset these sessions?
