I have a very similar problem. My client connects from their Windows XP
Home machine into a
W2K TS box. We recently purchased 5 user TS CAL's for these home remote
users. However now I am getting the yet the:

"Application popup: Terminal Services Warning : Your terminal services
temporary client license will expire in 11 days.
Please contact your system administrator to get a permanent license."

I have only recently noticed that when the 5 TS CALs were put on the
server the TS Licencing service was not running so I have now ensured
this is running but its not resolved the problem. FYI my server is
setup in 'PER SEAT' as opposed to 'PER SERVER' mode.

I look in my TS Licence Manager and none of the 5 licences I bought are
allocated and everyone seems to be stuck on temporary licences.

Any suggestions I have 11 days to fix it!!

Which OS is your Terminal Services Licensing Server running?
You write that you "purchased 5 user TS CAL's". Per User TS CALs
can only be installed on a 2003 TS Licensing Server, and only used
by a 2003 Terminal Server (because they were introduced with
Windows 2003, so a W2K TS doesn't recognize them). Can that be your
problem?

If you have a W2K TS Licensing Server (and thus installed not Per
User, but Per Device TS CALs), then the problem could be that the
TS cannot locate the LS.
Could you please post details about your environment: which OS on
the TS, TS LS and the DC? On which server runs the TS LS?
FYI my server is setup in 'PER SEAT' as opposed to 'PER SERVER'
mode.
has nothing to do with TS CALs. This describes how your server is
configured to handle server CALs.

client with a 2000 Server which runs TS CALS?? Thoughts?

Maybe that is where the issue is. The only option when I wanted TS CALs
was for 2003 TS CALs?! Thoughts?

Ok environment as per below:

DC: W2K3
TS: W2K

All users dial into the TS server and use applications and files from
there. The DC also handles MS Exchange 2003 which they use through
Outlook via TS.

Hi Simon,

I think you misread my reply. Of course you can install TS CALs on a
2000 TS Licensing Server, but not *Per User* TS CALs.
It is correct that you can only buy 2003 TS CAL, but when you install
them on a 2000 TS Licensing Server, they are automatically
"downgraded" to 2000 TS CALs. BUT: you can only install *Per Device*
TS CALs on a 2000 TS Licensing Server, not *Per User*, for the reason
I gave in my first reply.

server?

So you didn't install "5 user TS CAL's", you installed 5 *device* TS
CAL's.

You don't write explicitly on which server the TS Licensing Service
is running. But since you write that the TS LS runs on 2000, I assume
that it runs on the same server as the Terminal Server, is that
correct?
And that server is a member server in the domain, correct?
If so, then that is your problem: A W2K TS Licensing Server *must*
run on a domain controller, as documented here:

Can you verify in the EventLog on the server if this event (or any
other events regarding licensing) are recorded there?

Ahhh I now understand! I think I misread your original post - now it
all sinking in!

Server1: Windows 2000 Server (TS, Applications, Data)
Server2: Windows 2003 Server (Exchange, Domain Controller)

All my home users connect into Server1. Server1, as above, is the
machine I installed the TS CALs on, and which runs the TS Licensing
service.

Server1 is indeed a member Server of the domain.

Yes I am seeing both ErrorID 29 and ErrorID 7024 in my event log!

How would you suggest I fix this problem? P.s. Your help and patience
is greatly appreciated.

OK, I'm glad that we have the cause of the problem identified!
The solution is this:
* you have to install the TS Licensing Service on the 2003 Domain
Controller. A 2003 TS Licensing Server can handle TS CALs for both
a 2003 and a 2000 Terminal Server.
* then you have to install the licenses on the 2003 TSLS. Because
you already have installed these licenses on the 2000 TSLS, you
cannot install them again without calling the Microsoft
Clearinghouse. They will issue you a new license pack and guide you
through the process.
And you need to call them anyway, because you *must* change your
license type to 2003 *Per Device* licenses! Per User will not work,
as I explained.
* it doesn't matter that the licenses are 2003 TS CALs, they will
be issued to the 2000 TS anyway (as long as they are Per Device).
* note that the above procedure will require a reboot of your
Domain Controller
* finally, you can uninstall the TS Licensing Service from the 2000
server.

CALs can only be installed on a 2003 TS Licensing Server,
and only used by a 2003 Terminal Server (because they were
introduced with Windows 2003, so a W2K TS doesn't recognize
them). Can that be your problem?
If you have a W2K TS Licensing Server (and thus installed
not Per User, but Per Device TS CALs), then the problem
could be that the TS cannot locate the LS.
Could you please post details about your environment: which
OS on the TS, TS LS and the DC? On which server runs the TS
LS?
FYI my server is setup in 'PER SEAT' as opposed to 'PER
SERVER' mode.
has nothing to do with TS CALs. This describes how your
server is configured to handle server CALs.

I have a very similar problem. My client connects from
their Windows XP Home machine into a
W2K TS box. We recently purchased 5 user TS CAL's for
these home remote users. However now I am getting the yet
"Application popup: Terminal Services Warning : Your
terminal services temporary client license will expire in
11 days. Please contact your system administrator to get a
permanent license."
I have only recently noticed that when the 5 TS CALs were
put on the server the TS Licencing service was not running
so I have now ensured this is running but its not resolved
the problem. FYI my server is setup in 'PER SEAT' as
opposed to 'PER SERVER' mode.
I look in my TS Licence Manager and none of the 5 licences
I bought are allocated and everyone seems to be stuck on
temporary licences.
Any suggestions I have 11 days to fix it!!

OK, I'm glad that we have the cause of the problem identified!
* you have to install the TS Licensing Service on the 2003 Domain
Controller. A 2003 TS Licensing Server can handle TS CALs for both
a 2003 and a 2000 Terminal Server.
* then you have to install the licenses on the 2003 TSLS. Because
you already have installed these licenses on the 2000 TSLS, you
cannot install them again without calling the Microsoft
Clearinghouse. They will issue you a new license pack and guide you
through the process.
And you need to call them anyway, because you *must* change your
license type to 2003 *Per Device* licnses! Per User will not work,
as I explained.
* it doesn't matter that the licenses are 2003 TS CALs, they will
be issued to the 2000 TS anyway (as long as they are Per Device).
* note that the above procedure will require a reboot of your
Domain Controller
* finally, you can uninstall the TS Licensing Service from the 2000

Server2: Windows 2003 Server (Exchange, Domain Controller)
All my home users connect into Server1. Server1, as above, is
the machine I installed the TS CALs on, and which runs the TS
Licensing service.
Server1 is indeed a member Server of the domain.
Yes I am seeing both ErrorID 29 and ErrorID 7024 in my event log!
How would you suggest I fix this problem? P.s. Your help and
patience is greatly appreciated.

automatically "downgraded" to 2000 TS CALs. BUT: you can only

Yes. As I've explained, you have to call the Clearinghouse and
change your 5 Per User licenses to 5 Per Device licenses.

Note also that there are already *9* temporary Per Device TS CALs
issued. So unless you start limiting the number of clients which
are used to connect to your TS, 5 TS CALs are not enough, you need
at least 9.

Many thanks for your help. I call Microsoft today. Took about an hour
but all completed successfully. We changed my product type also as per
your instructions.

We'll find out in the next day or so if it was succesful. Fngers

Keep an eye on the TS Licensing Manager on the 2003 DC, you should
see that it starts issueing your new Per Device TS CALs.

OK, I'm glad that we have the cause of the problem
* you have to install the TS Licensing Service on the 2003
Domain Controller. A 2003 TS Licensing Server can handle
TS CALs for both a 2003 and a 2000 Terminal Server.
* then you have to install the licenses on the 2003 TSLS.
Because you already have installed these licenses on the
2000 TSLS, you cannot install them again without calling
the Microsoft Clearinghouse. They will issue you a new
license pack and guide you through the process.
And you need to call them anyway, because you *must*
change your license type to 2003 *Per Device* licnses! Per
User will not work, as I explained.
* it doesn't matter that the licenses are 2003 TS CALs,
they will be issued to the 2000 TS anyway (as long as they
are Per Device). * note that the above procedure will
require a reboot of your Domain Controller
* finally, you can uninstall the TS Licensing Service from
the 2000 server.

Ahhh I now understand! I think I misread your original
post - now it all sinking in!
Server1: Windows 2000 Server (TS, Applications, Data)
Server2: Windows 2003 Server (Exchange, Domain
Controller)
All my home users connect into Server1. Server1, as
above, is the machine I installed the TS CALs on, and
which runs the TS Licensing service.
Server1 is indeed a member Server of the domain.
Yes I am seeing both ErrorID 29 and ErrorID 7024 in my
event log!
How would you suggest I fix this problem? P.s. Your help
and patience is greatly appreciated.

Hi Simon,
I think you misread my reply. Of course you can install
TS CALs on a 2000 TS Licensing Server, but not *Per
User* TS CALs. It is correct that you can only buy 2003
TS CAL, but when you install them on a 2000 TS
Licensing Server, they are automatically "downgraded"
to 2000 TS CALs. BUT: you can only install *Per Device*
TS CALs on a 2000 TS Licensing Server, not *Per User*,
for the reason I gave in my first reply.

So you didn't install "5 user TS CAL's", you installed
5 *device* TS CAL's.
You don't write explicitly on which server the TS
Licensing Service is running. But since you write that
the TS LS runs on 2000, I assume that it runs on the
same server as the Terminal Server, is that correct?
And that server is a member server in the domain,
correct? If so, then that is your problem: A W2K TS
Licensing Server *must* run on a domain controller, as

Can you verify in the EventLog on the server if this
event (or any other events regarding licensing) are
recorded there?

How can TS CAL's only be installed on a 2003
Licensing server? I have a client with a 2000 Server
which runs TS CALS?? Thoughts?
Maybe that is where the issue is. The only option
when I wanted TS CALs was for 2003 TS CALs?!

All users dial into the TS server and use
applications and files from there. The DC also
handles MS Exchange 2003 which they use through
Outlook via TS.

Which OS is your Terminal Services Licensing Server
running? You write that you "purchased 5 user TS
CAL's". Per User TS CALs can only be installed on a
2003 TS Licensing Server, and only used by a 2003
Terminal Server (because they were introduced with
Windows 2003, so a W2K TS doesn't recognize
them). Can that be your problem?
If you have a W2K TS Licensing Server (and thus
installed not Per User, but Per Device TS CALs),
then the problem could be that the TS cannot locate
the LS. Could you please post details about your
environment: which OS on the TS, TS LS and the DC?
On which server runs the TS LS?
FYI my server is setup in 'PER SEAT' as opposed to
'PER SERVER' mode.
has nothing to do with TS CALs. This describes how
your server is configured to handle server CALs.

I have a very similar problem. My client connects
from their Windows XP Home machine into a
W2K TS box. We recently purchased 5 user TS CAL's
for these home remote users. However now I am

I have only recently noticed that when the 5 TS
CALs were put on the server the TS Licencing
service was not running so I have now ensured this
is running but its not resolved the problem. FYI
my server is setup in 'PER SEAT' as opposed to
'PER SERVER' mode.
I look in my TS Licence Manager and none of the 5
licences I bought are allocated and everyone seems
to be stuck on temporary licences.
Any suggestions I have 11 days to fix it!!
