Users get this error message when trying to log into the terminal server:
"Windows cannot log you on because your profile cannot be loaded".
Domain admins can log in but an error that file cannot be found and default
profile will be used is given.
I have tried checking the local security policy and terminal service
settings with no success.

I assume that you are using roaming TS profiles?
Have you double-checked the path to and the security settings on the
TS profiles?
You are using TS-specific profiles, I hope?
If you can't fins an obvious problem with the profile path, I would
enable userenv logging:

Have you tried if running the UPHClean utility solves the problem?
