I am setting up a single domain on six w2k3 machines. Three will be Terminal
Servers, 1 Ex2k3 server, and 2 (active directory) domain controllers / file
servers. I only have 40 users so I bought 50 TSuser licenses. I would like
to have sone fault tolerance by setting up 2 Terminal Licensing servers.
They are all in one location. How would I go about that? Also, where would
you put the Global Catalogs? Any advice would be greatful.

Thank you,

Yes, that's always a good idea. Just install the TS Licensing Service
on 2 servers (your 2 DCs would be fine), and install half of your TS
CALs on each of them.

See:
Q. How do I configure Terminal Services Licensing servers for
redundancy or high availability?
