I'm trying to configure a new win2k terminal server and
each time a new user logs on and creates a new profile
and starts internet explorer, the internet connection wizard
comes up, which tends to confuse our users.

Is there a way to configure the terminal server so that
internet connection is configured for all of the users, or
have a default internet connection settings?

This is something that should have been done before the server is
taken into production:

Create a template user account, configure it with all of your
preferred settings, and then copy the template user account profile
over the Default User profile on the server (make sure to backup
the existing Default User profile first!).
This will ensure that all new user profiles will start off with a
copy of the customized Default User profile, containing your
settings.

You can also use a Group Policy to deny access to the Internet
Connection Wizard for your users. Check here:
