You are using roaming profiles, I assume?
Have you checked the size of your user profiles?
Have you used folder redirection to store the contect of the "My
Documents" folder away from the user profile?
I would use Performance monitor to check your network load and the
disk performance on the file server which stores your roaming
profiles.
Depending on the OS version which you are running on your TS and your
file server, there can be other reasons for logon and logoff delays.
So post some more details if you need more help, or have a look at my

Choose "Performance" in the menu, then check under both "Logon and
logoff delays" and "File access delays"
