on a Windows server 2003, can you change from application to remote admin
mode without re-installing?

Remote Desktop for Administration is pre-installed on 2003 and can
only be enabled or disabled.
Terminal Services (which implies Application Server mode) must be
installed or uninstalled.

So switching from App mode to remote admin mode requires uninstalling
Terminal Services completely and enabling Remote Desktop for
Administration, in System - properties - Remote.
