where do i set the per session resources? i.e. how much
memory/etc each client session can use on the server?

Nowhere.
This is not a native feature of Terminal Services. There are some 3th
party applications that let you do some of this. Be prepared to pay
quite a bit, though.

Just remembered this: if you are running Windows 2003, Enterprise
Edition, you can download:
